i feel an order should be past for a ban on offensive nukes and chem weapons and should only be used as a defensive deterant only!!

As a member of the Security Council myself I'm forced to say no. Nukes are part of this game and defenses are available to stop them.

Although my countries don't currently have strategic offensive weapons, I reserver the right to have them and use them to defend my countries.

Make sure you have plenty of Defensive Nuke Missiles. And when I say plenty I mean loads.
In all Nucleable Targets.
