George, you dont have enough hi-tech workers to build anything in your country. You need to get more education happening.

If you want to swap some of your normal workers with some Hi tech ones you can send a proposal to 'Southend'. Remember though, It'll cost you more workers than hi tech you will get in return, but you do need them.
