Admitance into security council (Kebir Blue)

May I be admitted into the security council, I am level 6 going on 5, and a well developed country. I also consider myself quite intelligent.

Yes it is fifth gear i'm sure of it, i've been watching that programme as it was often shown on channel 5 with Vicky Henderson in it with another presenter, which that presenter ironically used to be one of the presenters for Top Gear years ago.

Yep, it is Fifth Gear, and the presenter you are thinking of is Tiff Nidell (Sp?). He was also a professional racing driver some time ago. I've seen him race against Jeremy Clarkson and he makes Clarkson look a fool (not hard to do, lol!).
