I'm running Illinois. It feels like everything is going gravy. I'm at econ level 4. I've got a budget surplus, even accounting for beginner's income boost. I've got good indexes.

I feel like I deserve an A+. Now, this is almost never the case for world leaders, so I invite criticism and advice to help me understand what I can be doing better. I've followed all the basic guides out there, thanks everyone, WildEyes especially, and Scarlet for answering some of my posts here, but I think I'm ready to learn more.

I'm not sure if I want to run an enterprise or not, is that sort of mandatory?(besides getting to level 5, obviously it is mandatory for that)
