The city of Hell City is completely destroyed.

Weapons based at Hell City may have been destroyed.
The attack added 2.85 damage points. The War Index is now 50.48
NEW WORLD ORDER (the attacker,WL3) reports:
On the NEW WORLD ORDER side no losses were reported.
The attack may have been reduced or eliminated by Anti Missile Missiles.
The War Index remains 49.98

Well Dylan, you finally got to pull the trigger on one of your nuclear weapons. Of course it was on an inactive country with no nuclear defense systems or counter attack units in place. But you also endangered the peaceful neighbors with your nuclear fallout. What is your reason for posting this? Do you think you are frightening anyone with your nuclear weapons and the new name of NWO? If so you are very mistaken. We all have seen lots of New World Orders come and go. A Security Council proposal has been introduced to prohibit you from further use of nuclear weapons. I hope all of the other Presidents of Kebir Blue will join me and others in voting in favor of this proposal. You would be wise to reconsider your aggressive behavior.

It is certainly true that parameters for the nuclear fallout have changed. This was a sanctioned attack by the CF leadership.

Let me just highlight key points:

An inactive player that is defenceless
No nuclear fall out.

Therefore there is no wrong doing here,Dylan is simply getting to grips with his new weapon systems. I deem this as unwarranted aggression towards a CF member state by the Unique federation. The country attacked is not part of any treaty with the Unique, not active and highly in debt, Dylans actions are perfectly legal and supported by the CF entirely.

Should the Security council restrict the use of nuclear weapons from Dylan, I personally will give a public response on the matter. It would be deeply regrettable should the council decide to restrict the weapons. I ask the Unique federation to remain vigilant and respectable as I have always known them to be.

Tony, Thank you for your public and private responses on this important matter. You are a long time friend of mine personally as well as serving as Chairmen of our two fine federations. I am sure you understand our rightful concern when a nuclear weapon is detonated near the border of three members of our Federation. I know you agree that that the security of our federation members (Unique and Coastline Federation) and the peace on Kebir Blue are shared concerns. I am confident that we will resolve this matter through diplomatic channels and the Security Council proposal being voted on.
