Question on Nurses and Doctors -Shortages

My countries always don't have enough nurses and doctors. This in turn causes a low Health index. I just changed my education priorities so hopefully that will fix the issue. Anyone have any suggestions?

Make sure government salaries are not too low. That is an often overlooked issue.
