Not sure why but suddenly my corporations have no problem getting commodities but now my country can't hardly get Airforce maintenance, military base maintenance, fruit, and other food products. The strange thing is on the first two the factory utilization is like 43% and 55%. What are they waiting for or is this a scheme by some players?

Airforce maintenance as you probably already know requires stealth bombers in order to be supplied which can only be imported from Fearless Blue. Most players KB do not have an empire/enterprise from Fearless Blue in order to buy/build the stealth bombers needed to supply those corporations. Military Bases Maintenance corporations need strategic airports in order to make their product. There is -2328 strategic airports, so you can see they they arent going to get supplies any time soon. You'll see a lot of airforce corporations with 0 production around when enterprises go inactive. Also I dont think c3s build them automatically. I may be wrong.

Zen is correct.

All of the products you have mentioned Eugene require products either directly or indirectly which are either in scarce supply (as is the case for Military Base Maintenance) or cannot be found in sufficient numbers on Kebir Blue (airforce maintenance).

Airforce maintenance requires stealth bombers to operate - these cannot be found on KB and must be imported from a country there or through the space markets.

Other products, such as food and other food products - at the time of this writing have shortages. These are down to natural market conditions. I would suggest making contractual arrangements within your country or common market to mitigate shortages with these products in the future.

I understand keeping KB peaceful but there seems to be a lot of things that are produced on the world, some of which have nothing to do with the military. Seems there should be a better way to limit war.
