Received the following error message that last 2 times I have tried changing some workers around. Both attempts we in separate months. The last attempt was Jan 24 4484.
"You can change the profession of 100,000 workers each month. This month you have already changed the profession of 100,000 workers." |

You should check your automation settings, automation will change the profession of workers to address shortages or meet the economic needs of the country, you can try disabling 'move workers to other professions' automation feature and try again after a couple of game months, I think that may be of help.
