Why are my Schools, hospitals and corporations not building?

I have Schools and Hospitals waiting to be built, is it because the World market doesn't have the Schools or Hospitals in the Supply and Demand?

can other Players transfer Schools and Hospitals to my Country "Independent State of Sparta." I am asking this in a question, if it can be done?
