What happened to the weapons market? (Fearless Blue)

For weeks if not months virtually all weapons have been in short supply. Earlier today the market was still in the red across the board. Now everything is in the green! Where as the sudden increase in weapons availability come from?

I think some big country has been reset or getting ready to quit.
Must be really big. I have reduced output on all missles that are in oversupply until this is over. The more people that do this, the sooner this gets over with. I have also orderd, but with many of my companies losing money, I couldn't buy as much as I would like, and had to buy most of my own output.
