2) Remove the secrecy from Financial Index and Strategic Force Index - Aid is not to be used to fund nuke programs.
3) Have a plan - What are you going to use the money on.

Put you in for aid. Might want to take off your secret mode, some players tend to vote no because they can't see your military. Then they still might vote no if you've got to many weapons. Maybe, if you have a lot, sell some to your CEO or sell them on the market till the vote passes.
