Need countries to build in (Little Upsilon)

I'm looking to build at least 200corperations and i need countries with Taxes below 20% and decent welfare ( at least 90 please )

Very massive education system to provide plenty of engineers (over 200)

Keep in mind Hemlock blossom and Lotus Blossom; They are being repaired right now but will be in shape for you soon. 0% tax, and I am not one of those guys who wait til you have your corps all located, then raise taxes to 75% just for fun.
