A number of new private corporations were recently established in the country, and as a consequence, it is currently suffering a shortage of high level managers. However, I'm adjusting education priorities to compensate for the shortage, and if you check back in a few (real world) days, the worker shortage will probably be resolved and the country will probably be ready for more corporations.
