Mother Army

Can someone explain to me whats the deal with the mothers army empire. All the countries are round down and heavily in debt. I am proving 30T in loans and most of it goes to various countries in the empire. I am over 20B a year from interest rate payment....thats more than my educational contribution from citizens.

It would seem that there is no limit to how far in debt you can go. Suppose it makes sense... if you are paying to play, why should the game shut you off if you go into heavy debt?
