I find this entire scenario hilarious to be honest, and so please don't misunderstand me as it's really nothing personal against either party involved, but just to make some clarifications on this situation as it potentially affects my Simitzens and thus by extension myself, as John Smith is. . .uhhm conveniently our neighbor . . .

If you want to request John Smith to enter warfare with you, and even that he use nuclear weapons, that is entirely up to you if that is what you want to do.
