Space Program In C3 question

Recently concluded my first war against a c3 on FB at a new war level.

C3 has an existing space program with 42 Space Centers. Is this a little odd, or the norm at higher war levels on FB? This will make a change in bankruptcy declaration etc (something I've recently had occasion to start reading up on.) My wars against sims on GR, and at lower level here on FB, there were no Space Centers in the sim country, although game doc's say they have garrisons. (Tiny to defend all at quality 130).

Or is it a paradigm shift from the current game play in preparation for new rules concerning the way the space program works?

Or something that made it through unnoticed by the GM, as it was being reset prior to release? Not sure why anyone would want to have that many space centers operating. (Any advice on that appreciated.)

Every now and then you shall notice a C3 with a large amount of space centres. This is due to the previous player being well...inexperienced should I say - you shall upon observation notice a few of these dotted around. It is clear the automation (for when a player leaves their country) does not remove these space centres in some cases. I would not put too much thought into this.

If the automation isn't removing things as it should, it it a cause for concern. Any time the game is not functioning as it should it raises the prospect of other things not working.

Except that space centres in C3's have been occurring for the past 4 RL years - and have absolutely no substantive impact with the exception of having more than sufficient space centres in any one country. Through empirical observation, there has been no effect whatsoever from these nations with a large number of SC's. Many players - upon inheriting such a country, either destroy them or keep them.Eventually - after a while, the number of space centres decreases. Leave that nation and observe for yourself over the course of a few hundred game years - I am sure you shall come to the same conclusion. There is little evidence to suggest that this may be an indicator to a larger, unnoticed problem.
