Security Council Aid to Union of Californias

I voted against this proposal. Should aid be needed by a player in an empire with 4 countries and more than 100M population, Nevrondona will need to see more justification than they need it to stop their economy from going into free fall, particularly in a country with every setting turned to hide. Plenty of people on FB are willing to provide econ advice. Perhaps that is more warranted here than a couple T which would just be lost if his econ is really that bad.
I encourage others to vote no and to state why.

I totally respect Zen's opinion, and echo his sentiments and caution. I, however, voted yes, because I know this player is a newer player, and I feel compelled to help, even if they are a little more established. I'm glad that people are utilizing the Security Council. However, I caution that it cannot be abused. Therefore, I encourage players to utilize it only when it is necessary.

I voted yes. He needs cash to continue to develop and not have his economy spiral into depression.
