Sorry about the declined transfers. I think I now have all countries ceo blocked. I stopped transfers of workers from stripped countries so I no longer have excess workers.

Current CEOs do not need to move. Send a message if there are any worker problems. Taxes will remain 0% except in countries where they have always been higher.

I may start building up population again if I can sell a few countries. Thanx
