True, weapons can do the talking, but the reason is because sanctions and boycotts or w/e you call em are more of a nuisance than a real threat. Sanctions or boycotts come in different stages of severity and are somewhat difficult to obtain. Each level is harder to obtain.

Even if you are able to get enough votes to impose a real economic boycott, many times the president can prepare ahead of time. Some presidents have some strategic stock to use when/if this happens.

Unless a boycott is imposed it is virtually impossible to not buy from or supply a particular president if you trade on the world market.

IMO, some may feel differently, a boycott is more of a slap or an insult than a real threat.
