Wouldn't a tax haven be closer to 0%?

At least that's where mine's always been.

why not just make it 5%.... a far more psychologically satisfying number then 6

I never go to zero everyone must pay something if you have a good country people will move in at 10%

Yeah, having an abundance of educated workers and a high health index (IE more productive labor) matters as much as the tax rate does. You don't see businesses rushing to locate and build in Somalia IRL do you?
