Your war level goes up when you win wars against computer countries. It's separate from your war index(yes, the names are a bit confusing). |

War -> Declare War -> type the name of the country you want to declare war on. Before doing that, though, go read Aries' guide to C3 warfare in the Beginners forum. |

Are you using the phone app? You can't declare war through the app, only the website. |
