Rankings are simply a way to dole out awards. When accepting an award, you receive a score penalty that makes it more difficult to receive future awards. Score penalties can stick with you for years or, in practice, forever. You are more likely to have jumped in rankings since last month's awards were recently accepted. Rankings have not been a measurement of skill or country power for quite some time.
