Anyone else see a dramatic population increase of Low Level workers without an apparent explanation?

Yes. Their are two main causes.
Firstly, the GM increased the power of effectiveness upgrades in Corps, reducing the number of regular workers they need.
Secondly, the GM increased the population growth rate, causing more workers to be created, and Education Indexes to fall, if you weren't building new Schools and Universities.

The solution is to improve your education index, and open more Corps.

Would be nice if it included mitigating elements that didn't set off a loop of spontaneous corp growth that I can't fill since despite an education index that didn't dip too hard there's still gross skewing toward low level workers.

Would either of you know about any changes to the education priorities for these new updates. I have my education priority numbers totaling 120 and after seeing this huge shift of man power is it worth increasing the 120 level?

Going over 120 doesn't make a difference. Each component is weighted downward so the weighted total is 120 anyway. I've had to change the priorities because of the severe shortages of teachers and nurses that the population increase has caused. Schools have stabilized, but I still can't build hospitals fast enough.

Everyone,

Education priorities should add up to 120, increasing the total priorities level above that, does not help. If you are trying to increase graduate numbers, you have to increase the education Index instead.

The correct education index depends on many factors, if your Corps are fully upgraded, the products your Corporations are producing, the balance of State, Private, and Public control of your economy, how large you want your army, and healthcare systems, etc.

As a guide, for a well developed country, an education index of roughly 210, seems to produce a good balance. Your countries will have different ideal levels, but that is a good level overall.
