Problems building corporations

There seems to be a major problem building corporations. I have more than even population to build corporation, but they are not building. The new corporations are sitting waiting for days and nothing happens. Purchases of materials for the country are complete, and no materials are waiting to be purchased. Country has production plants to build corporations. Thus the population starts to decrease as well if there is no other building (ie schools, hospitals, etc) happening in the country, trying to make sure there is enough workers. glitch??

Thanks to the help of SuperSoldier I have clarity.
1 corporation can be built per game month. so on WG basically 1 every real time 4 hours.

also, sorry,
make sure you have production plants. if you do not have any you have to wait until your country auto orders one or you have to manually buy immediately and pay the extra 31%. i make sure i have at least 5 at all times.

but I have the production plants and I have been trying to build corporation for over 5 real days, with the more than enough population to fill the corporation and nothing happens. There seems to be a real glitch.

Are you a free player? I believe there a limitations based on the population.

yes i'm a free player, that probably makes sense. I use to be pay player a few years ago and started playing another game. I had too many games going and lost my status and country. so now i am back into it.
