Those are difficult industries with the current market, if the CEO does not respond you may find nationalizing them is your only solution.

I wonder is you can raise your pay rate in all your corps 20 above what the CEO is paying and slowly build corporations to steal his employees.

There is a CEO in one of my countries who has the employment rate set to adjust to market conditions so as his employees get laid off I give them jobs in state corporations. I'll be damned if I'm going to pay unemployment because he doesn't order supplies.
