Broken Country?

Can anyone tell what is wrong with the country "The United Kingdom of Kolram" ? I'm operating a corp in it and, looking at the country's stats, everything seems frozen. It's very strange.

The owner of it has set their education priorities horribly. They do not have enough high tech seniors, and the priority for them is too low to maintain existing levels in most countries.

There are severe shortages of some professions.
