PRESIDENTIAL PROCLAMATION NO. 1

The PRESIDENT of STATE OF MARCOS orders privatization of State owned Corporations due to invite private corporations and to promote free market economy over the state of marcos

The President of State of Marcos had a meeting with the National Economic Planning Authority.

During the meeting the Economic outlook of the State of Marcos will be projected to 1 trillion budget deficit during the fiscal. Year due to lack of cash funds to finance the daily expense of the government.

The President orders to privatized State owned Corporations with the initiative of China Development Bank to ensure accumulation of funds and to liberalize the market to be handled by the private corporations.

The President assures that though we are at slow economic phase. The State of Marcos will remain strong

Suspension of Labor wage increase to help. Entities to recover from expenses. And lower social security constributions to decrease cost

Sorry to hear you're having financial worries. I notice that you have 6 services corps scheduled for building, but only enough workers for 5. I wasn't sure if you ordered these or the automation did. I hope you have a source for these workers, and funding for the startup costs of these corps. Best reqards!

The MINISTER of National Defense reported tk the President of certain members from the opposition trying to destablized the government.

The PRESIDENT issued Presidential Letter of Instruction no 1 which the President orders

1) Arrest and Detained immediately all opposition members who are proven to be part of the plot.

2) Ordering the Anti Money Laundering Council to freeze their accounys both foreign and domestic

3) Ordering the Office of the Solicitor General to file charges before the Supreme Court

The PRESIDENT call for a meeting with the National Security Council to assess the situation o on the Security concern in the country.
The MINISTER of NATIONAL DEFENSE reported that these opposition members are infiltrating many government agencies to influence government workers to uprise against the administration.
The MINISTER of NATIONAL DEFENSE assures the President that the people of the State of Marcos pledge their allegiance to the President even the Business community.
And with all the facts reported.
The PRESIDENT issued PRESIDENTIAL LETTERS of INSTRUCTION no 2 which orders the following

1) Ordering the Civil Servicd Commission to build a team of investigators to investigate all government employees who joined with the opposition.

2)Ordering the National Police to conduct checkpoints in all way of entry and departure of the National Capital Region.

3)Ordering the MINISTRY OF JUSTICE and National Bureau of Investigation to gather intelligence to be funded by the Ministry of Finance.

The PRESIDENT assures everyone that the Government is always be here to rise up above this hurdle. The PRESIDENT is determined to protect this government and the people.

Following the Orders of the PRESIDENT in PRESIDENTIAL LETTER OF INSTRUCTIONS NO. 1

The OFFICE OF THE SOLICITOR GENERAL who by the Constitution of the State of Marcos serves as the Government Lawyer and Protector officially filed a case before the Supreme Court against certain person who are initiator of plot.

The SUPREME COURT immediately scheduled the Session

There will be no tolerance to all who are taitor to the State and rest assured that as a country governed by laws. We will not let this Republic destroy.

NATIONAL CONGRESS
OFFICE OF THE HOUSE SPEAKER

The National Congress condemned this acts of disloyalty to the State.

The National Congress moved and approveda Houe Bill suspending those certain opposition members on their duty as members of the Legislative Assembly until the pending case before the Supreme Court is dismissed.

The National Congress is joining the call for the Presidents' declaration of Martial Law throughout the Land to ensurs stability and Order throughout the State.

MINISTRY OF FOREIGN AFFAIRS.

The President's assures the International Community that peace and order is deeply observed throughout the country.

The President also assures ths Business Community and Investors that your investmenr are safe and political risks is insignificant to the day to day operations and business process in the State of Marcos

MINISTRY OF NATIONAL DEFENSE

The President call for a meeting with the National Security Council headed by the Minsiter of National Defense, Ministers from Foreign Affairs, Justice, and Civil Service Commission.

The Minister of National Defense reported the following.

a) The State Armed Forces successfuly neutralize the sympathizers. There were 4000 surrenderers that are now detained in the National Penetentiary specifically to the Special Prison located in a secluded island. There were asking for Presidential Clemency so that they could start a fresh beginning as a law abiding Citizen

PRESIDENT rejected the Presidential Clemency for now.

b) the Minister of National Defense also reported that Rebellion throughoit thd country is ended. However to ensure stability and rebellion will no longer prosper. He directly ask the President declaration of Martial Law hence granting the President powers to enact and suspemd any laws operating throughout the land

PRESIDENT RESPONSE: I order the Executive Secretary to consult with the House Speaker of the Congress on this matter.

C) The Minister of JUSTICE and the Solicitor General defended their case before the Supreme Court. The Justices of the Supreme Court questions of laws why rebellion is a proper criminal liability on the opposition. The opposition defendedthat there is no crime in expressing political view and grudges in the government and it is not a crime for a certain person to fought something that is against the human rights. The SOLICITOR GENERAL disagrees He said "It is true that yhere no crime to express an opinion in fact the Constitution guarantees it hiwever when an opinion becomes a fuel that express to destroy a legitimate then it is no longer within the bounds of legal right to expression therefore anyone who abuse a right for the sake of destabilizing a legitimate institution is tantamount to rebellion. The SUPREME COURT ended the Session and we are waitinh for there decision

D) The Commissioners of Civil Service Commission who served as a Human Resourcr Department established by the Constitutionto regulate employees fired 2000 government who joined the protest made by the opposition who plotted to destabilized the government.

However the Commissioner also reported that these employees are seeking International attention to gain sympathiest that there were victims of oppression by the government

PRESIDENT ORDERS the Minister of Foreign Affairs to suspend and confiscate if possible there passports and ordering Bureau of Immigration to blocklist thia persons for there are spreading fake news. He also ordered the Solicitor General to study a possible criminal case to be filed to Court for their disloyalty to the State

The COURT EN BANC had a meeting to discuss the CASE 001-2023 Liberal Party Opposition vs People of the State of Marcos represented by the Solicitor General

With 15 Justices present, The justices voted, The justices voted 12-3 in favor of the government.

Therefore this court orders the following
1) Arrest the members invovlved in the destabilization plot and imposed RECLUSION PERPETUA or lifelong imprisonment in the National Penitentiary

2)Imposing 40 years of imprisonment to all other partues involved including surrenderees and government worker who joined the rebellion but GRANTING their petition for Presidential Pardon at the discretion of the President

In light of the recent and considering the arguments ans evidences presented during the session.

Freedom is necessary for a nation to prosper, Freedom to be heard and to speak out are indeed guaranteed by our Constitution and our international commitment to human rights. However Freedom of speech does not include freedom to destroy the government.

We should be reminded that rights has an attached responsibility and when we exercising our rights we should be vigilant that we must also be responsible. Therefore all the premises considered

This COURT finds the accused GUILTY BEYOND REASONABLE DOUBT of the REVISED PENAL CODE on Rebellion therefore imposing criminal liability to the following

The PRESIDENT welcomes the decision of the Supreme Court on it's decision for conviction of those who are disloyal to the Sovereign and Legitimate State.
It is truly lend into substance that Freedom is not a FREE TICKET to be use a machinery for destruction.

To the INTERNATIONAL COMMUNITY, I understand the concern of our fellow members of the International Community on the situation of the State of Marcos faces. I just want to reiterate that my givernment is deeply committed to preserve and protect the basic human rights of the people of the State of Marcos.

May I reiterate everyone that STATE OF MARCOS is sovereign state co equal to every nation big or small. And We find it disturbing that members from the Intelligence Agencies of my fellow friend, His Majesty King Joel is called for an investigation and observation here in the State of Marcos without permission from the government nor send any letter from the Ministry of Foreign Affairs. With this, The office of the President is open for any dialogue on this.

We understand that it is an obligation to protect our people wherever our people travel in and our of our boundaries. Though it is every state discretion to imposed travel ban. May I reiterate that my administration is committed for the safety of every people in and out of the country for whatever purposes of travel in the State of Marcos. I assure everyone that the government is committed to preserve the enjoyment of the people of their basic human rights enshrined and protected by the Constitution.

Above all, The State of Marcos are open for any dialogue of cooperation and alliances to preserve unity, peace and order throughout the region.

With the recent destabilization and disloyalty to the legitimate and soveriegn State of Marcos and With the unwavering support of the People of the State of Marcos

I, by the power vested in me by the Constitution, I formally invoked the declaration of Martial Law to the entire State of Marcos

This proclamation attached with this Presidential Letter of Instruction.

1)Ordering all government agencies and personnel to strictly followed our commitment to the International Declaration of Human Rights

2)Orderding the Ministry of National Defense and it's attached agencies to strategically sent our troops to the borders of different point of entry and xit in every cities and towns

3)Ordering the Ministry of Foreign Affairs to secure our borders against any foreign aliens tryin to provoke or disrespect or interfer to our internal affairs unless otherwise the foreign alien ask for permission to the President and the President approved such permission

4) Oderinng the Ministry of Education to strenghten our Education System, And include the Military Reserve Personnel Training Programs to the curriculum.

5) Ordering the Ministry of Health to established more Specialized Hospitals and grant 200000 Medical personnel scholarships per year.

6)Ordering the Ministry of Social Security to create institutions that will cater fisplaced citizens and increase social benefit to the citizens

7)Ordering the Ministry of Food Security and Agriculture and Science to allow advanced farming without compromising health risks

8)Ordering the Judiciary to fasten all pending cases and established free legal services to pro bono citizens

The State of Marcos is greatly disturbed by the irresponsible statement of condemning the Government actions usinh the fake narrative of the opposition.

Please be reminded that the State of Marcos is a sovereign state. And as such we are deeply committed to human rights cobtrary to what series of false accusations being raised to your national assembly.

As a matter of fact, The State of Marcos recognized their human rights by obserbing the due process of law when the State Government brought the case before the Supreme Court. (Please see the prevous ruling of the court)

In the first week of Martial law, The Ministry of Foreign affairs together with the Ministry of National Defense identified 2 Foreign Citizens from Union States of America. They were doing a secret investigations and corroborating with the opposition therefore spreading a climate of fear that the government is oppressing its people

The State of Marcos government condemns this mallicious, and irresponsible and disrespectful of interferring to the Internal Affairs of the State of Marcos.

The PRESIDENT orders

1)Immediate Detention of these foreigners to the National Penitentiary for Inquest Proceedings.

2) Calling the Ambassador of Union States to the State of Marcos to explain the intention for that matter.

3) Ordering the Ministry of Justice to prepare cases before the Court for a possible crimes committed to the Marcos International Law and Marcos Anti Terrorism Act.
