You can't contract them to countries. There are corps that use them as supplies you can contract them to. And of course you can direct sell them to both countries, and corps.

Once upgraded they actually don't do to bad. (at least on GR)

Did you ever wonder why it is a pretty green item?
I don't mind them to be inneficient ATM.
