Unemployment rate (Golden Rainbow)

I have high unemployment - my index is 70. But, I also have corps that say they are having troubles finding people to higher in my country. Can anyone tell me why this would be?

Corps - check wages, supplies, available workers and the market of the products being sold.

Unemployment - check education meets needs, check what is available and exchange or change workers.
