Is there a mentorship program on GR? (Golden Rainbow)

I was wondering, if there are any mentorship offers on GR (similar to LU)?

I am a new player and I found it is very difficult to fully understand the game without flooding a message board or bugging everyone in SC chat.
To give you an example, I spent three days experimenting with budget only to find out it does not really do anything.
