Development Aid (Golden Rainbow)

Im sorry if this is the wrong area to post in but I cannot find anywhere else more suitable. I have been advised by the great people in my federation to request some development aid, so this is the request. The reasons for the request are the current financial worries that need sorting out, and without a cash injection I have been told it will not be possible to sort it out.
