How to create a strategic forces unit (Golden Rainbow)

I might be completely blind or not understand what im reading but which units include strategic weapons? Ive created a nuke miss. battery factory so have some in stock but cant find any way of allocating them to units!!
Like I said I might be missing something obvious but any help would be much appreciated.

Nukes aren't allocated to units. When you have a delivery system and ammo, AND are at war with a player owned country, you will get the option to nuke a target.

where do I go to buy nuclear weapons.

you have to make them or buy them in a direct trade from another player. however, most players make their own (which is a bit of a pain), and aren't interested in selling them.

how do I make them?
