I am pleased to announce the creation of the new federation “The Global Consortium.” We are looking to recruit players to our federation who are new to the game or have no affiliations with any other current federation. Our founding members have a great deal of experience, both in playing simcountry, and in dealing with the inner workings of large and successful federations.

Our Charter is as follows:
Preamble and Purpose:

The mission of TGC is as follows: To further promote a positive and exciting style of play on Golden Rainbow with respect to both newbies and veterans alike. TGC recognizes the marked pattern of super-feds rising and falling in the history of Golden Rainbow and thus establishes itself in the attempt to introduce an element of parity, politically, economically, and militarily, to Golden Rainbow.

TGC shall constitute itself as immediately independent and autonomous, but affirms the desire to foster amicable relations to existing federations. As such, TGC recognizes the need for competition, but eschews the idea of domination. In concert with this idiom, TGC seeks to create ex-nihlio, by recruiting new and unaligned players, an entirely new federation.

Article 1: Provisional Government

Article 1, Section 1 - The structure of the provisional government:

1.1 The founding members of TGC at this time recognize the fledgling status of their federation and as such deem it inappropriate to enact both superfluously large and complicated executive and legislative structures. In lieu of this, the operative government structure of TGC will consist in the designations of "junior" and "senior" members, defined below.

1.1.a Concerning the designation "Junior" Members - The designation of Junior Member will be awarded to all paying members of SC upon their entrance to TGC. The Junior Members will constitute the general membership of TGC. They will be privy to all actual operations occurring within the TGC and will have equal say concerning matters of debate surrounding decisions. The actual power of decision with regard to federation matters however, will lie in the hands of the Senior Members. On occasion, either from merit or necessity, command ability may be delegated to any junior member with the approval of a plurality of senior members. In all matters not conflicting with the security and well-being of the fed, Junior Members are considered autonomous in their sovereignty.

1.1.b Concerning the designation "Senior" Members - All things stated of Junior Members are recognized as holding true for Senior Members as well, excepting the decision-making ability and command authority. While all members are valued as equal in the decision making process, the de-facto power lies with the Senior ranks. In time of peace, decisions of matters of foreign policy are to be decided by a majority of Senior Members. Internal matters will require a plurality. In a case of dispute between two junior members, a sole senior member is required to adjudicate whose word will be considered final. During periods of declared war all senior members have the power to direct junior members without the need for a vote. During declared war, all members are expected to obey direction from the chairperson.

1.1.c Exceptions to the preceding subsection: An exception will exist during times of war wherein a member may declare him or herself a non-combatant. Non-combatant status must be declared and followed up by putting all one's countries within war protection. This status excepts the member from having to obey orders regarding participation in direct conflict. Non-combatants are not excepted from logistical support such as C3 declarations, allowing troops passage or remote bases, or helping supply fellow fed mates.

Article 1, Section 2 - Section providing for the transition of government and amendment.

1.2 If such a time is reached where the Junior-Senior member form of government is deemed to be no longer effective as a means for running the federation, the entire membership will discuss and vote on a suitable style of replacement, to then be adopted.

1.2.a This charter may be amended by a majority vote of senior members.


Article 2: Foreign Relations

Article 2, Section 1 - The Political Autonomy of TGC

2.1 TGC reaffirms its political autonomy and right for self-governance. No seated member of any outside fed's government will be allowed admittance to TGC, and if the event of dual-membership arises where a member of TGC is also a member of another fed, that member will be limited to junior standing (or general membership if a new government as been adopted).

2.1.a An exception to foreign fed leaders and dual-member status will be granted in times of war, wherein the player in question is a recognized ally and the change of membership is essential for defense. Ex-pats are expected to return to their native feds promptly after the conflict is over.

Article 2, Section 2 - The Right of Embassy

2.2 TGC recognizes the right of all feds, regardless of other factors, to enjoy a political relationship with TGC. This right is inviolate and outside attempts to force TGC into severing diplomatic ties will be viewed as a direct act of war.

2.2.a TGC does not recognize the right of sanctuary and will not harbor players attempting to defect or flee from their existing feds. Such players will only be considered for membership once their previous fed has dissolved (either officially or de-facto), or once they have been cleared by their previous fed's membership.

Article 2, Section 3 - Foreign Hostility

2.3 No foreign power will engage in hostilities, armed or economic, against TGC members without constituting an active state of war.

2.3.a The states of all TGC members are recognized as TGC states by extension.

2.3.b Armed hostilities are recognized as, but not limited to, open declarations of war and sneak attacks.

2.3.b.1 Actions which may constitute cause for war which do not immediately constitute an open state of war are as follows: nuclear fallout and rapid c3 expansion around members, both to be examined and determined as a part of a pattern with no other obvious motive discernable.

2.3.c Economic hostilities are recognized as, but not limited to, boycott attempts and organized corp relocations.

2.3.c.1 Actions which may constitute cause for war which do not immediately constitute an open state of war are as follows: hostile bidding, if a pattern can be established.

2.3.d If any member of TGC initiates an unwarranted armed conflict, the member in question has no reasonable expectation of support from the federation. Such cases will be dealt with on a case-by-case basis.

Article 2, Section 4 - Regarding Alliances

2.4 TGC may at times choose to engage in alliances with other federations.

2.4.a Hostile actions, as defined in the section above, against member states of allied federations will be viewed as hostile actions against TGC itself.

2.4.b TGC will honor the claim of military support by allied federations in times of war.

2.5.c TGC does not recognize wars of aggression carried out by allied federations as constituting legitimate grounds for providing military aid, unless otherwise stipulated in an independent pact/treaty.


Article 3: The Rights of Members

Article 3, Section 1 - All rights are assumed.

3.1 All rights of members are assumed along with their internal sovereignty. Entrance into TGC is entering into an implied contract which may at times ask members to yield external sovereignty in the stead of fed policy; however, any actions not in violation of this charter or otherwise stated publicly for all members are considered protected.
