The Commonwealth of Dobbyland and Chilon Province both have a tax rate of 0% with large unemployed population numbers. I invite you to expand there.

I don't remember the exact circumstances when I tried to build in your country, but you were short on a segment of workers (probably High Tech Engineers), therefore, the game in this instance would not let me build (sometimes it will let the building go forward if you have enough state corps to take workers from).
