Grand Duchy of Marshall no tax, 119.8 corp welfare (and slowly climbing). 4.43% unemployment (66 million plus pop).- includes 275k HTE. Steady population growth rate, willing to tailor pop transfers for needed worker sectors for any CEO present.

The Municipality of Elchingen and The Principality of Moskowa. Still have an advisory risk. No tax, good corp welfare, population problems will fluctuate, but corporate interests are our top priority.
