My suppliers are maxxing out I need more countries.

I need countries that fall into 2 different categories:

I need countries that have at least 110 welfare, if this is the case I don't care what the tax rate is.

I need countries that have at least 120 welfare, in this case I want tax rates 5% or less. These are long term corps and so if your welfare is too low because of unemployment problems ONLY it will still be acceptable as they will get upto 6 more corps in them to help fix this problem.
