Why don't you just change the profession of 45K workers? You have plenty.

Because usually you can exchange 5k drs or tech people for 20 to 30K LLW workers and the person I exchange with would have more high end people it would be a win win for whoever did it. But I have gotten a pop infusion from the gamemaster and now have enough to build my next corp
