I have been playing this game for some time (several years actually). I have an issue with a chronic shortage of high tech workers and a multitude of low level workers. I keep my education level at around 100 percent. Should I increase the education levels? My country is Cambria. Any suggestions will be appreciated.

We have some shortages of medium and high level workers.
The last game update, last Monday, included some re-balancing and reduced the shortages. Another update next week will include another step in reducing the shortages.

Many players use the "workers conversion" function on the employment page to convert professionals into medium level and high level workers.

This works and helps but requires manual interventions.

We hope to greatly reduce the need for such interventions.

If you have a shortage of high tech workers specifically, you should adjust your education priorities to make more of them and fewer teachers or nurses or whatever you have a lot of. According to the game documenting the larger your education index the faster you will train workers according to your new ratio. I have no idea if that means you get fewer low level workers though.

Edit: I assumed by high tech workers you meant high tech engineers and executives, if you meant high livel workers then maybe ignore everything I said here.

I do adjust my education priorities. I usually have the high tech engineers, etc. at a much higher level, around 15 or better. I have noticed the number of low level workers gradually increasing until now I have 1.5 million unemployed low level workers. My question is: How can I reduce the ratio of low level workers to 'skilled' workers? (Skilled, meaning everyone above high level workers) Will it help to keep the number of schools, elementary, high school, and university, at a higher level?

Yes I think that is true according to the documentation. It recommends having an education index of 120 and says that strong economies will have 140 or higher, so you probably want to build more schools.
