Rev keeps starting these feds because he has a superiority complex. He thinks by getting other less skillful players involved with him he can show how smart he is and control them. Most dictators use this method. Of course he is appealing to those who have no idea what they are stepping into and the fact that he really hasnt any knowledge to transfer that they themselves could not get from other sources.
