scroll down to #35.The defense index and the country score, this tells a little bit about what you want to know. btw, you don't have to get the actual average index to 75, just the defensive index itself. I know it says 'defensive average index' but don't worry, just build up your defense and you'll do okay.

In relation to cost and officers and soldiers required, I believe it is Missile Interceptor Batteries for weapons. Definitely max out on Fortifications first if you are just trying to raise the defensive index.

9B per point for MI batteries ( 230 for this cost) plus 1150 soldiers and 10 officers

4B a point for bases (5 for this cost) plus 15000 soldiers and 3000 officers
