i think we should have strategic stocks traded on the world market like everything else...

dont want noobs running around w/ bombs.

not like noobs cant just get bombs themselves somewhere or make em on their own... but simply solved by saying you cant buy nukes until after you have played 101 days or some ridiculous restriction like that

....

W3C could require a minimum value on the strategic index before strategic weapons or plutonium can be traded on the open market. That would force new players to build their own nukes but would open up a market for everyone who else.

It could be worthwhile restricting direct sales to countries with a minimum strategic index or countries in your federation.
