Buy trade plutonium (Little Upsilon)

How can I buy plutonium. Building my own corp of plutonium does not seem to be enough to sustain my corps who need plutonium. Can anyone help me on how to go about this? Can I buy plutonium by trading with other countrys? Any help would be appreciated.
