a) you don't NEED nukes.
b) you can't use nukes against a C3 (a computer controlled player), which you're currently at war with.
c) people don't typically want to sell nukes to a new player until they've been around for quite a while. (because nukes tend to cause a lot of collateral damage and because they cost more to make than you would get selling them to anyone).

Join a fed or get to know some people. After a while getting to know you, people won't mind selling to you so much.

i have played this game before, i know i cant attack computer controlled players but the nukes would be for my protection they would not really be used they would be mearly a deterent for any one looking to attack

I've never heard of nukes deterring an attacker. They may deter new players that don't know any better but you don't really have to worry about them.

you don't need to make your own nuclear defense missiles/batteries, you can just buy those on the market
