Low Level Workers Needed On WG

I recently took over a country from the computer, now named The Republic of Cortes, and I have 200,000 unemployed high level workers but only 7,000 unemployed low level workers. Any interest in 100,000 high level workers from me in exchange for 100,000 low level workers from you?
