Need High Tech Engineers+seniors and Medium Level managers WG

I've started my country(Angelus Imperium) a few days ago and Im in need of High Tech Engineers and High tech Seniors extremely bad. The country started with all production levels and hiring below 50% because of this and 3-4 actually already closed.

All I have to trade is this -
800,000 - low level workers
500,000- Med. level workers
200,000- high level workers
10,000- Executives

I have 1.1million low level workers
