I have some electronic components corps that have stockpiles of selenium, but their selenium consumption is zero. Is there a way they can sell this stuff (to a country, enterprise, or on the market) so they can at least unload it and get a little cash back?

In the trade menu, there is:

Trade with your own corporations.

Your country can easily trade with its corporations.
even all at once.

Countries can of course trade on the markets.

No, we do not hoard anything.
we play to test and discover problems.

we do not influence the market.

The famous interventions to prevent the market from failing, are also small and they never turn a shortage into a surplus, not even close.
and we never purchase products except for the normal needs of our countries.

Yes I also had a corp that had 17 selenium enough though it said it used 0. It also said it had 187 months of supply, which means that it was just a large number or it used 0.1 selenium per month. I sure hope the game isn't that exacting on supplies.

We are sometimes adding a product as raw material to existing corporations and sometimes reduce the use of some raw materials in other corporations.

This "tuning" is aimed at introducing some more diversification in the use of products.

we have several products that are used nearly in all corporations and some other materials that are hardly used at all.

before we can make the corporation use a new product, we must make sure it has some of it already.
we add the material with zero use. The corporation is buying a little of it and when we later make the corporation use it, it already has the material and can continue production.

I advise you to leave these products in place.
