I know for a fact that West Coast is in need, the rest of the empire might be hit or miss but I did just add pop to all countries. If you find any shortages I will purchase pop as needed. Thank you.

All of my slaves are Zero Tax Havens and open, but some of my countries are in need of CEO investment more than others. I recently added 15M pop throughout my empire, and CEOs rushed to some countries and others still have millions unemployed.

You can bid in any of my state corp. In all my countries the tax is 0% and all of the state corps are profitable with around 48B of cash (the max before automatic transfer kicks in)
