Set up trades for 70,000 HLWs or 85,000 MLW and send 100,000 low level workers.
I will need to change the professions of workers at the time of the trade. So that means you have to set up the trade.
Feel free to take other professionals if you want them. Any trades less than 70,000 total for 100,000 llws should be fine.
