Will I be attacked if I attack a player controlled country? That is will everyone else attack me? Even if they aren;t in a federation with the player.

Depends on what you are trying to do, which type of nuke, and who is next door.

If you are taking the country and intend to keep it then any nukes are probably not your best choice.

nukes are terribly expensive to acquire, there is no cheap way to build them. If you care about building a good economy you need to avoid building nukes like it's the plague. If you can find a friend to buy the nukes from it is much better but, then you will first need a strategic airport or strategic base depending on which sort of nukes you'd be acquiring. In my opinion, nukes have never been worth the trouble. The time, effort and cash invested into setting up a nuke program is more effective spent building a non-nuclear military and learning good war skills.

Nukes are expensive, but I have found a way to have corps that build them, take care of them, and supply plenty of plutonium without problems. Then the full production goes to my country.
