NX Prime is suffereing gross unemployment .. a 0% country with 12M sitting round awaiting corps raiding social services, please build/relocate here soon or i will be forced to sell off population and not be able to offer secure tax free, populous locations as i can right now

A new influx of workers will be arriving very soon so there will be space for more corps (also the schools were "pre-set" at 200% so when this population arrives workers can be trained instantly to better serve the corps)
